Dwarf Commoner (casteless) are much lower in their society than City Elves.City Elves are relegated to the alienages, but they're allowed to work as servants and other types of menial labor.Dwarf Commoners are considered too low in society to ever work for the other castes. The only 'legitimate' job they are allowed to have is to clean the middens.
Most of them turn to illegal activities, begging, or prostitution to survive. Even the servant castes are above the Dwarf Commoner. StorywiseStorywise they are both incredible. I have a soft spot for the Dwarf Commoner Origin.
They are considered the lowest of the low among their people, and have to do terrible things just to survive. I personally think it's the most fulfilling origin of them all, because (DC Epilogue spoilers!!) City Elf Origin is similarly moving, and is especially good RP material.Starting AttributesIf you're just going strictly by which one will make a better dual wield rogue, then Dwarf Commoner has the better stats for min-maxing.Elf Commoner starts with 14 Dex, 14 Cun, and 10 Str. Dwarf Commoner starts with 15 Dex, 14 Cun, and 11 Str. I don't want to spoil the Origin for you, but what happens to the City Elf is pretty terrible. If you play as a female it's especially harrowing.
Elves are considered lower than humans in society. Most humans just see them as servants and second-class citizens. There are some humans that treat them like animals instead of people.

The redeeming quality of elves is that they have a tight-knit and caring community for themselves. Most of them have steady but low-paying and difficult jobs, and eke out a poor but livable existence in the alienage.Dwarf Commoner is probably worse off overall though. They aren't really considered a 'commoner' by their own people. They are seen as less than a person, lower than dirt. Not even worthy of being alive, basically. What makes it worse is that the casteless treat each other terribly, because they have to do terrible things just to survive. This is nothing to do with the class being rogue, but my city elves are always female and on the revenge-type path, a la Kill Bill.
My dwarf commoners end up usually being male and with a fascination with the Chantry as it looks like a chance to escape DustTown. So they end up being anti-mage (which is hard for me, as a proponent of mages in the whole civil war).For something to do with the class being rogue, elves I think have a boost to dexterity, so that helps. I believe that even warrior dwarves start off with a dual-wielding talent which is weird.
If you're playing on PC, at least, there are mods that let you completely choose everyone's (yours and your companions, however temporary) points, talents, spells, specializations, etc. All from scratch as soon as you get them.
You can make Alistair a reaver/beserker, Morrigan a bloodmage/arcane warrior, etc. It's pretty awesome. Find it over at NexusMods. I agree about the Kill Bill thing, but my dwarves are always super confused by magic, kinda like Oghhren. In Redcliffe, my Brosca was all 'Sacrifice yourself to save your kid? They practiced it for, before the humans even arrived on Thedas. Long before humans learned magic (either from the elves themselves or from the Old Gods).Which leaves humans to have the best starting attributes for a rogue. They don't have the warrior society of the dwarves, although there are many great warriors among humans.
They also have a somewhat less lengthy magical tradition than elves, although the humans of the Tevinter Imperium have also practiced magic for millenia.What humans excel at is adaptability. They came from Par Vollen thousands of years ago and eventually built an empire all across Thedas. They have nations and nomads all the way from the harsh tundra south of the to the desolate sands of the. Humans may not be as lithe and dextrous as elves, but they are versatile.

It that sense they make good rogues. Ready for anything.(I'm guessing elves still make the best assassins though.:P)Edit: It still bothers me that elven rogues start out with the lowest DEX. I personally prefer the City Elf because of the weight it gives to the endgame.
It is really, really satisfying to wreck Howe and Loghain's shit at the Landsmeet, after what they allowed to happen to your people. Anora's too, considering that she and Cailan turned a blind eye to trash like the Arl of Denerim's son. The elves of the alienage come to see you as a savior figure.The City Elf origin packs more punch if you play as a woman, though, so you may want to go with Casteless Dwarf if you're set on playing a dude.
